Service Unavailable HTTP Error 503 - SharePoint Central Administration

Yesterday I installed fresh SharePoint 2010 Development server Farm and then when I tried to open Central administration I got the following error “Service Unavailable HTTP Error 503” so I checked the IIS and I found that the application pool for Central administration is stopped so I restarted again and then refresh the page and again I got the same error and the application pool is stopped.
I opened the Server Manager >> Roles >> Web Server (IIS) and I found errors and warning and these are the details:

The main reasons for this error are:
1.Service account of application pool has invalid password or locked
2.The user has to added to Log on as a batch job policy
So my problem solved by adding the service account to Log on as a batch job  local policy.
Steps:
1.Control Panel >> Administrative Tools >> Local Security Policy >> Security Settings >> Local Policies     >> User Rights Assignment >> Log on as a batch job.
    2. Or ask the Network guy to add it from group policy of Active Directory.
